Answer on United States to Italy?
4-6 months in advance usually gives you the best rate
Sometimes buying 2 one way ticket is cheaper than a round trip ticket, on the other hand, sometimes one one way ticket is more expensive than a round trip ticket.
Statravel and studentuniverse have great fares for people under 25.
Otherwise buying from a company like travelocity or orbitz usually gets you a better fare than buying from the airline.
For flights from NY, I've found that flying to Rome is cheaper than Milan. Also, flying from NY should be the cheapest because it is the biggest airport on the east coast.
